Chesterfield County uses quota system for traffic stops

According to a recent story from WTVR CBS 6, Chesterfield county police department has a system in place which requires its officers to pull over a certain number of vehicles every day.  Many have speculated on the possibility of a quota system in many Virginia jurisdictions.  It has now come to light that Chesterfield does in fact have such a quota system in place.  Furthermore, it has even got to the point where one officer felt the need to resign after being denied a raise for failure to pull over enough vehicles and make enough arrests.  There are many pitfalls to having this sort of system in place and it will be interesting to see how Chesterfield responds to this publicity.  See the link below for the entire story.
